ANG
- Carries the full investment and finances, builds and operates both plants
- Selects the technology licensor and EPC contractor
- Leads technology transfer, training and GMP certification
Live · Phase 1: Secondary Packaging & Serialization
Iraq's first integrated insulin and human vaccine manufacturing platform, developed in partnership with SDI Samarra. Three phases take us from secondary packaging to aseptic fill & finish, then to drug substance manufacturing with a global technology licensor.
Who we are
Ard Nabaa Al-Ghadeer (ANG) is a Baghdad-based Iraqi group active in trading, contracting, investment and development. Its pharmaceutical division leads the localization of strategic biologics in Iraq, in partnership with the State Company for Drugs Industry and Medical Appliances (SDI) of the Ministry of Industry and Minerals, under the Iraqi Investment Law.
A self-reliant Iraq where every patient can count on insulin and vaccines made at home to world standards.
To bring proven biopharmaceutical technology to Iraq through long-term partnerships with global licensors, to build and operate GMP plants in Nineveh, to develop Iraqi talent, and to supply the Ministry of Health with quality medicines below today's import prices.
Transparent governance, a phased model that protects every party's investment, and a site, a market and a mandate that are ready now.
cGMP and WHO-aligned practice in every room, record and release.
Reliable supply for people living with diabetes and for every child's immunization schedule.
Lasting relationships with licensors, contractors and our public partner.
Genuine technology transfer and Iraqi talent at every level of the plant.
Biosafety, clean effluent and energy efficiency by design.
Strategic directions
Iraq imports all of its insulin today. We will make it at home and keep hard currency in the economy.
End-to-end technology transfer, from master cell bank to QC release, with Iraqi teams trained at every step.
Ministry of Health contracts, a validated 2–8 °C cold chain and GS1 serialization against falsified medicines.
cGMP, WHO GMP, ICH Q9 and Q10, ISO 14644 cleanrooms and a full validation master plan.
ESIA-based design, biological effluent decontamination and treatment of every waste stream.
Phased localization model
Each phase adds a deeper layer of manufacturing value. Revenue starts early with secondary packaging, while the licensor's technology arrives in two steps: drug product first, then drug substance.
Months 0–6 · fast-track revenue
Imported finished insulin and vaccines (vials, cartridges and pens) are packed in Nineveh against secured Ministry of Health supply contracts, using 50% or more of line capacity.
Up to month 24
The licensor's bulk drug substance is formulated and aseptically filled under Grade A conditions, while basic design, FEED, detailed design and EPC run in parallel.
Months 24–54
The complete product is made in Iraq: recombinant insulin API through fermentation and purification, plus vaccine antigen production, with QC release on site.
Indicative timeline from site handover. Phase durations follow the insulin plan (24 + 30 months); the vaccines plant follows the same 54-month frame.
Manufacturing platforms
Both plants are located on SDI land in Tel Kaif District, Nineveh Governorate. Portfolios and capacities come from our conceptual studies and will be finalized with the technology licensor.

Capacity based on a preliminary market survey, to be scaled with the licensor to Iraq's requirements.
Market opportunity
Iraq has no domestic insulin producer. The Ministry of Health imports about 30% of demand and the private sector the remaining 70%. Demand grows by about 5% a year.

Technology partnering
We are selecting technology licensors for insulin and for human vaccines, and the EPC contractor to deliver both plants. We invite manufacturers with proven, approved products and a commitment to full technology transfer.
Status: evaluation and negotiation in progress. Expressions of interest are open for insulin licensing, vaccine licensing, finished-product and bulk supply, and EPC.
Quality & facility
Our technical studies define the standards for quality systems, cleanrooms, utilities, validation, biosafety, cold chain and serialization.
Location
The plants are planned on the SDI pharmaceutical campus in Tel Kaif District, north of Mosul, on established industrial land.
Contact
Licensors, EPC contractors and investors can reach the project team directly. We respond to every qualified enquiry and share project studies under NDA.
